Talvez seja uma nova necessidade (ou amea\u00e7a) regulamentar, uma preocupa\u00e7\u00e3o ambiental, ou uma quest\u00e3o de sa\u00fade p\u00fablica. Existem m\u00faltiplos actores, mir\u00edades de interesses instalados, e vastas diferen\u00e7as de perspectiva sobre a solu\u00e7\u00e3o (ou sobre a necessidade de uma solu\u00e7\u00e3o!). S\u00e3o citados conjuntos de dados e pressupostos radicalmente diferentes dos proponentes de cada lado. A quest\u00e3o parece insol\u00favel. Mas pelo menos alguns dos interessados acreditam que existe um problema, e todos t\u00eam interesse no resultado, pelo que algo tem de ser feito. Este \u00e9 o cen\u00e1rio para uma negocia\u00e7\u00e3o multilateral cl\u00e1ssica.<\/p>\n\n\n\n<p>Num mundo em mudan\u00e7a e interligado onde as altera\u00e7\u00f5es clim\u00e1ticas e os impactos humanos est\u00e3o a alterar a equa\u00e7\u00e3o da nossa vida quotidiana e cada indiv\u00edduo e entidade da sociedade tem um interesse, enfrentaremos colectivamente debates e decis\u00f5es pol\u00edticas cada vez mais dif\u00edceis a n\u00edvel local, nacional e internacional.<\/p>\n\n\n\n<p>Como lidamos com estas quest\u00f5es quando existem interesses em conflito?  Podemos falar sobre as muitas quest\u00f5es - e solu\u00e7\u00f5es - mas tamb\u00e9m precisamos de institucionalizar como chegar \u00e0s respostas certas, como desenvolver as pol\u00edticas certas, e como fazer isso de uma forma que as fa\u00e7a aderir.<\/p>\n\n\n\n<p>Passei perto de 10 anos a negociar nas Na\u00e7\u00f5es Unidas (ONU), e acredito que os resultados multilaterais - os resultados verdadeiramente desenvolvidos, incluindo todos os interessados - oferecem as \u00fanicas solu\u00e7\u00f5es pol\u00edticas vi\u00e1veis para os nossos desafios sempre em expans\u00e3o.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Primeira li\u00e7\u00e3o: Fazer amigos.<\/h2>\n\n\n\n<p>Os outros intervenientes na discuss\u00e3o podem, na realidade, sentir e comportar-se mais como combatentes do que como amigos, mas \u00e9 um erro v\u00ea-los desta forma. Melhores solu\u00e7\u00f5es v\u00eam da escuta e do brainstorming, e da cria\u00e7\u00e3o de uma atmosfera que os fomenta. Conhe\u00e7a os seus hom\u00f3logos e compreenda-os - todos, e n\u00e3o apenas aqueles que parecem estar mais do seu lado. \u00c9 do interesse de todos chegar a um bom resultado pol\u00edtico.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Li\u00e7\u00e3o dois: Pense Motiva\u00e7\u00f5es.<\/h2>\n\n\n\n<p>A pr\u00f3xima coisa a fazer em qualquer negocia\u00e7\u00e3o \u00e9 avaliar as suas contrapartes (depois de as ter conhecido um pouco). Cada indiv\u00edduo representando um grupo ou organiza\u00e7\u00e3o ter\u00e1 provavelmente uma agenda tanto profissional como pessoal. Especialmente em quest\u00f5es como o ambiente ou a sa\u00fade em que os indiv\u00edduos - mesmo aqueles que representam uma organiza\u00e7\u00e3o - sentem correctamente que o que est\u00e1 em jogo \u00e9 pessoal. Al\u00e9m disso, cada \"negociador\" ter\u00e1 tanto objectivos de resultados pol\u00edticos como mais interesses pessoais a impulsionar o seu comportamento (ou seja, chamar a aten\u00e7\u00e3o daquele representante atractivo da ind\u00fastria, impressionar o novo chefe com uma vit\u00f3ria dif\u00edcil, etc.). As diferen\u00e7as de perspectiva sobre o problema - o obst\u00e1culo mais dif\u00edcil de vencer - baseiam-se em diferentes pressupostos subjacentes e podem estar enraizadas nestes objectivos e interesses pessoais\/profissionais. Ajuda a tentar ver a quest\u00e3o do ponto de vista de outro, uma vez que isto lhe permitir\u00e1 melhor conduzir os seus hom\u00f3logos atrav\u00e9s do problema a partir do seu ponto de vista.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Terceira li\u00e7\u00e3o: Permanecer calmo e consciente de si pr\u00f3prio.<\/h2>\n\n\n\n<figure class=\"wp-block-image size-full\"><img fetchpriority=\"high\" decoding=\"async\" width=\"700\" height=\"394\" src=\"https:\/\/wpbackup.im-campus.com\/wp-content\/uploads\/2022\/02\/mindfulness-stock.jpg\" alt=\"\" class=\"wp-image-6299\" srcset=\"https:\/\/wpbackup.im-campus.com\/wp-content\/uploads\/2022\/02\/mindfulness-stock.jpg 700w, https:\/\/wpbackup.im-campus.com\/wp-content\/uploads\/2022\/02\/mindfulness-stock-300x169.jpg 300w, https:\/\/wpbackup.im-campus.com\/wp-content\/uploads\/2022\/02\/mindfulness-stock-18x10.jpg 18w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><\/figure>\n\n\n\n<p>Ao mesmo tempo que se envolve no debate sobre as quest\u00f5es importantes em discuss\u00e3o, \u00e9 importante n\u00e3o deixar que as emo\u00e7\u00f5es o ceguem, ou permitir que o teatro emocional dos seus hom\u00f3logos o iludam. Mantenha-se calmo, ou\u00e7a os interesses subjacentes que lhe est\u00e3o a ser transmitidos, e mantenha a sua posi\u00e7\u00e3o para um acordo justo. Como a maioria de n\u00f3s aprendeu em\u00a0<em>Psych 101<\/em>\u00a0(ou o seu equivalente), a emo\u00e7\u00e3o conduz a erros e a m\u00e1s decis\u00f5es.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Li\u00e7\u00e3o Quatro: Ser um solucionador de problemas criativo.<\/h2>\n\n\n\n<p>Por vezes n\u00e3o existe uma solu\u00e7\u00e3o universalmente aceit\u00e1vel para um problema; mais frequentemente, por\u00e9m, existe pelo menos uma solu\u00e7\u00e3o mutuamente desagrad\u00e1vel. Num debate aparentemente intrat\u00e1vel, chegar a um bom resultado requer frequentemente apenas uma criatividade significativa - talvez at\u00e9 mesmo uma redefini\u00e7\u00e3o da sua ideia do que \u00e9 um \"bom\" resultado. Ao ser criativo, proteja os interesses centrais da sua posi\u00e7\u00e3o e mantenha a sua linha de fundo - n\u00e3o corroa a sua lista de \"imperativos absolutos\", a menos que seja irrealista - ent\u00e3o encontre um acordo que os satisfa\u00e7a enquanto permite que as outras partes se encontrem com os seus. Esse acordo pode n\u00e3o se parecer nada com o resultado que esperava, mas se os interesses fundamentais de todos forem satisfeitos, ent\u00e3o est\u00e1 tudo bem.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Li\u00e7\u00e3o Cinco: Proteger a legitimidade do resultado.<\/h2>\n\n\n\n<p>Para que um resultado seja bem sucedido (e com isso quero dizer ser \"aceite\" e implementado pelas partes), a sua \"legitimidade\" \u00e9 primordial. Para que um resultado seja leg\u00edtimo, cada participante precisa de sentir que o processo foi justo, que todos ganharam alguns\/perderam alguns, que os seus resultados foram protegidos, e que n\u00e3o foram intimidados ou marginalizados. Al\u00e9m disso, os participantes na discuss\u00e3o pol\u00edtica s\u00e3o provavelmente colegas ou vizinhos, actores da comunidade, ou \"futuros combatentes\" E voltar\u00e3o a negociar uns com os outros. \u00c9 portanto essencial que os negociadores, especialmente as partes poderosas, evitem a \"armadilha dos gorilas\". Intimidar ou trair a confian\u00e7a constru\u00edda numa discuss\u00e3o pode ajudar uma das partes (gorila) a ganhar facilmente a sua posi\u00e7\u00e3o num debate espec\u00edfico, mas \u00e9 uma t\u00e1ctica perdedora a longo prazo. O comportamento de cada negociador ajuda a definir o tom n\u00e3o apenas neste debate, mas em discuss\u00f5es futuras, e um acordo feito com m\u00e1s emo\u00e7\u00f5es significar\u00e1 um acordo que n\u00e3o funciona t\u00e3o bem como poderia funcionar de outra forma, porque a sua legitimidade est\u00e1 em d\u00favida. A primeira li\u00e7\u00e3o \u00e9 realmente a mais importante de todas.  Em todas as negocia\u00e7\u00f5es, descobri que \u00e9 a chave para um resultado bem sucedido. As outras li\u00e7\u00f5es mostram-nos que - igualmente importante - \u00e9 cada negociador individual: voc\u00ea e a sua abordagem far\u00e3o toda a diferen\u00e7a em qualquer debate pol\u00edtico. Cada indiv\u00edduo tem poder para influenciar o tom da discuss\u00e3o, os termos do debate, e a legitimidade do processo. Tem tamb\u00e9m uma responsabilidade - para consigo pr\u00f3pria, a sua posi\u00e7\u00e3o, e um resultado pol\u00edtico vi\u00e1vel. Esse poder e responsabilidade s\u00e3o cada vez mais importantes nos debates pol\u00edticos p\u00fablicos e internacionais.
