{"id":10627,"date":"2022-08-10T12:19:19","date_gmt":"2022-08-10T12:19:19","guid":{"rendered":"https:\/\/im-campus.com\/?p=10627"},"modified":"2022-08-10T12:32:02","modified_gmt":"2022-08-10T12:32:02","slug":"cinco-lecciones-sobre-negociacion-multilateral","status":"publish","type":"post","link":"https:\/\/wpbackup.im-campus.com\/es\/cinco-lecciones-sobre-negociacion-multilateral\/","title":{"rendered":"Resolver los desaf\u00edos de la pol\u00edtica mundial: Cinco lecciones sobre la negociaci\u00f3n multilateral"},"content":{"rendered":"<p>Su comunidad, empresa u organizaci\u00f3n se enfrenta a un reto pol\u00edtico monumental que requiere una soluci\u00f3n. Tal vez se trate de una nueva necesidad (o amenaza) de regulaci\u00f3n, una preocupaci\u00f3n medioambiental o un problema de salud p\u00fablica. Hay m\u00faltiples actores, innumerables intereses creados y grandes diferencias de perspectiva sobre la soluci\u00f3n (\u00a1o sobre la necesidad de una soluci\u00f3n!). Los proponentes de cada lado citan conjuntos de datos y supuestos radicalmente diferentes. La cuesti\u00f3n parece irresoluble. Pero al menos algunas de las partes interesadas creen que hay un problema y todos tienen inter\u00e9s en el resultado, por lo que hay que hacer algo. Este es el escenario de una negociaci\u00f3n multilateral cl\u00e1sica.<\/p>\n\n\n\n<p>En un mundo cambiante e interconectado en el que el cambio clim\u00e1tico y los impactos humanos est\u00e1n alterando la ecuaci\u00f3n de nuestra vida cotidiana y en el que cada individuo y entidad de la sociedad tiene un inter\u00e9s, nos enfrentaremos colectivamente a debates y decisiones pol\u00edticas cada vez m\u00e1s dif\u00edciles a nivel local, nacional e internacional.<\/p>\n\n\n\n<p>\u00bfC\u00f3mo se abordan estas cuestiones cuando hay intereses contrapuestos?  Podemos hablar de los muchos problemas -y de las soluciones-, pero tambi\u00e9n tenemos que institucionalizar c\u00f3mo llegar a las respuestas correctas, c\u00f3mo desarrollar las pol\u00edticas adecuadas y c\u00f3mo hacerlo de forma que se mantengan.<\/p>\n\n\n\n<p>Pas\u00e9 cerca de 10 a\u00f1os negociando en las Naciones Unidas (ONU), y creo que los resultados multilaterales -aquellos realmente desarrollados con la participaci\u00f3n de todas las partes interesadas- ofrecen las \u00fanicas soluciones pol\u00edticas viables para nuestros desaf\u00edos en constante expansi\u00f3n.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Primera lecci\u00f3n: Haz amigos.<\/h2>\n\n\n\n<p>Es posible que los dem\u00e1s participantes en el debate se sientan y se comporten m\u00e1s como combatientes que como amigos, pero es un error verlos as\u00ed. Las mejores soluciones surgen de la escucha y la lluvia de ideas, y de la creaci\u00f3n de un ambiente que las fomente. Conozca a sus interlocutores y compr\u00e9ndalos, a todos, no s\u00f3lo a los que parecen estar m\u00e1s de su lado. A todos nos interesa llegar a un buen resultado pol\u00edtico.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Segunda lecci\u00f3n: Piensa en las motivaciones.<\/h2>\n\n\n\n<p>Lo siguiente que hay que hacer en cualquier negociaci\u00f3n es evaluar a tus interlocutores (despu\u00e9s de conocerlos un poco). Es probable que cada persona que represente a un grupo u organizaci\u00f3n tenga una agenda tanto profesional como personal. Especialmente en cuestiones como el medio ambiente o la salud, en las que los individuos -incluso los que representan a una organizaci\u00f3n- sienten con raz\u00f3n que lo que est\u00e1 en juego es personal. Adem\u00e1s, cada \"negociador\" tendr\u00e1 tanto objetivos de resultados pol\u00edticos como intereses m\u00e1s personales que impulsen su comportamiento (por ejemplo, llamar la atenci\u00f3n de ese atractivo representante del sector, impresionar al nuevo jefe con una dura victoria, etc.). Las diferencias de perspectiva sobre el problema -el obst\u00e1culo m\u00e1s dif\u00edcil de superar- se basan en diferentes supuestos subyacentes y pueden tener su origen en estos objetivos e intereses personales\/profesionales. Resulta \u00fatil intentar ver el problema desde el \u00e1ngulo del otro, ya que esto le permitir\u00e1 guiar mejor a sus hom\u00f3logos a trav\u00e9s del problema desde su punto de vista.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Tercera lecci\u00f3n: Mantener la calma y ser consciente de s\u00ed mismo.<\/h2>\n\n\n\n<figure class=\"wp-block-image size-full\"><img fetchpriority=\"high\" decoding=\"async\" width=\"700\" height=\"394\" src=\"https:\/\/wpbackup.im-campus.com\/wp-content\/uploads\/2022\/02\/mindfulness-stock.jpg\" alt=\"\" class=\"wp-image-6299\" srcset=\"https:\/\/wpbackup.im-campus.com\/wp-content\/uploads\/2022\/02\/mindfulness-stock.jpg 700w, https:\/\/wpbackup.im-campus.com\/wp-content\/uploads\/2022\/02\/mindfulness-stock-300x169.jpg 300w, https:\/\/wpbackup.im-campus.com\/wp-content\/uploads\/2022\/02\/mindfulness-stock-18x10.jpg 18w\" sizes=\"(max-width: 700px) 100vw, 700px\" \/><\/figure>\n\n\n\n<p>Al participar en el debate sobre las cuestiones importantes que se est\u00e1n discutiendo, es importante no dejar que la emoci\u00f3n le ciegue, ni permitir que el teatro emocional de sus interlocutores le enga\u00f1e. Mantenga la calma, escuche los intereses subyacentes que se transmiten y mantenga su posici\u00f3n para lograr un acuerdo justo. Como la mayor\u00eda de nosotros aprendi\u00f3 en\u00a0<em>Psicolog\u00eda 101<\/em>\u00a0(o su equivalente), la emoci\u00f3n conduce a errores y a una mala toma de decisiones.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Cuarta lecci\u00f3n: S\u00e9 un solucionador de problemas creativo.<\/h2>\n\n\n\n<p>A veces no hay una soluci\u00f3n universalmente aceptable para un problema; sin embargo, lo m\u00e1s frecuente es que haya al menos una soluci\u00f3n mutuamente desagradable. En un debate aparentemente irresoluble, llegar a un buen resultado a menudo solo requiere una gran creatividad, tal vez incluso redefinir su idea de lo que es un \"buen\" resultado. Al ser creativo, proteja los intereses centrales de su posici\u00f3n y mantenga su l\u00ednea de fondo -no erosione su lista de \"cosas imprescindibles\", a menos que sea poco realista- y luego encuentre un acuerdo que los satisfaga y permita a las otras partes satisfacer los suyos. Puede que ese acuerdo no se parezca en nada al resultado que esperabas, pero si se satisfacen los intereses fundamentales de todos, no pasa nada.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Quinta lecci\u00f3n: Proteger la legitimidad del resultado.<\/h2>\n\n\n\n<p>Para que un resultado tenga \u00e9xito (y con ello me refiero a que sea \"aceptado\" y aplicado por las partes), su \"legitimidad\" es primordial. Para que un resultado sea leg\u00edtimo, todos los participantes deben sentir que el proceso ha sido justo, que todos han ganado o perdido algo, que sus resultados han sido protegidos y que no han sido intimidados o marginados. Adem\u00e1s, los participantes en la discusi\u00f3n pol\u00edtica son probablemente colegas o vecinos, actores de la comunidad o \"futuros combatientes\" Y volver\u00e1n a negociar entre s\u00ed. Por eso es esencial que los negociadores, especialmente los poderosos, eviten la \"trampa del gorila\". Intimidar o traicionar la confianza construida en una discusi\u00f3n puede ayudar a una parte (gorila) a ganar f\u00e1cilmente su posici\u00f3n en un debate espec\u00edfico, pero es una t\u00e1ctica perdedora a largo plazo. El comportamiento de cada negociador ayuda a establecer el tono no s\u00f3lo en este debate, sino en futuras discusiones, y un acuerdo hecho con mala emoci\u00f3n significar\u00e1 un acuerdo que no funcione tan bien como podr\u00eda haberlo hecho de otra manera, porque su legitimidad est\u00e1 en duda. La primera lecci\u00f3n es realmente la m\u00e1s importante de todas.  En todas las negociaciones, he comprobado que es la clave del \u00e9xito. Las otras lecciones nos muestran que, igualmente importante, es cada negociador individual: t\u00fa y tu enfoque marcar\u00e1n la diferencia en cualquier debate pol\u00edtico. Cada individuo tiene poder: para influir en el tono de la discusi\u00f3n, los t\u00e9rminos del debate y la legitimidad del proceso. Tambi\u00e9n tiene una responsabilidad para consigo misma, su posici\u00f3n y un resultado pol\u00edtico viable. Ese poder y esa responsabilidad son cada vez m\u00e1s importantes en los debates pol\u00edticos p\u00fablicos e internacionales.
